In a world plagued by devastating wars close to our territories, which especially trample on rights and values that once seemed secure, State priorities seem to have shifted, and resources allocated to development aid and international cooperation are markedly decreasing.

In this context, we are even more convinced of the need to optimize our actions and seek to maximize their effectiveness.
